Let’s interpret the Act as it relates to chiropractic spinal adjustments. Since the ABN form is mandatory only when the otherwise covered service may not be covered that visit, it simply means that it only applies to manual manipulation of the spine when it doesn’t meet Medicare’s definition of medical necessity.
